Visa Policy
WORK VISA POLICY / PROCEDURE
Work Visas are granted to foreign technical and managerial personnel for the purpose of imparting technical know-how and skills to the local population.
A committee under the chairmanship of Secretary, Ministry of Investment / Board of Investment, periodically considers and decides the cases of grant or extension of Work Visas and the conversion of Business Visas to Work Visas.
Companies that need to hire foreign nationals should submit a request along with the prescribed application form and documents to IF Wing BOI Islamabad. For the convenience of companies based in the province of Sindh, BOI Karachi Office has also been authorized to process Work Visa cases [prescribed form can be obtained from BOI Offices at Islamabad and Karachi or can be downloaded from the above link.
As per Visa Policy of the Government of Pakistan, cases of grant or extension of Work Visas, and conversion of Business Visas to Work Visas are processed within 4 weeks.
For multiple entry Work Visa, application has to be submitted to BOI which processes and recommends the case to the Ministry of Interior after a period of 4 weeks from the date of processing of the application. The Ministry of Interior subsequently authorizes Pakistani diplomatic missions abroad to endorse the visa. The multiple entry Work Visa has validity for either one year or till the life of the passport which ever is earlier. Such a visa is extendable on yearly basis.
The cases of extension of Work Visas and conversion of Business Visas to Work Visas are authorized and issued by the Ministry of Interior on the recommendations of BOI. Such cases are endorsed by Regional Passport Office of the city where the expatriate is working. These visas are also extendable on yearly basis.
Applications for extension of three months provisional Work Visa are recommended by BOI directly to the Regional Passport Offices.

Conversion of Business Visa

Conversion of Business Visa into Work Visa and vice versa has been allowed on payment of conversion fee of $100/.


Registration of Foreigners with the Police

It has been decided to exempt all foreigners who have been issued work visas from registration with the police, except for nationals of countries on the negative list.

Even in the case of countries on the negative list (except for Indians and foreigners of Indian origin), foreign nationals in the managerial category who are issued work permits/visas will also be exempted from police registration.

FAST TRACK BUSINESS VISAS FOR BUSINESSMEN / INVESTORS
To facilitate travel to and staying in Pakistan for foreign businesspersons and investors, business visa policies have been considerably relaxed. Missions abroad are authorized to grant five years validity (multiple entry) visa within 24 hours to businessmen of 66 countries of Business Visa List (BVL), with the duration of each stay would be restricted for three months, on production of any of the following documents:
Recommendation letter from Chamber of Commerce & Industry of the respective country of the applicant.
Invitation letter from business organization duly recommended by the concerned Trade Organization/Association, in Pakistan.
Recommendatory letter by Honorary Investment Counsellors of BOI.
Recommendatory letter from Pakistani Commercial Attaché posted in Pakistan High Commissions / Embassies / Consulates General abroad.

ENTRY VISA TO BUSINESSMEN OF REMAINING 123 COUNTRIES
Missions abroad can grant one month validity and stay (Multiple) entry visa to the businessmen of remaining 123 countries (except countries not recognized by Pakistan) subject to the production of afore-mentioned requisite documents. Such applicants can apply from their own country or place of legal residence to our Ambassador/High Commissioner/Head of Mission.
VISA ON ARRIVAL (VOA) TO BUSINESSMEN OF 66 COUNTRIES
Visa On Arrival for 30 days validity and stay will be given to the businessmen of 66 countries of Business Visa List (BVL) mentioned above on production of any of the documents as for entry business visa by Missions for businessmen (please see above).

GRANT OF PAKISTAN CITIZENSHIP TO FOREIGN NATIONALS (INVESTORS)


Any person of a country recognised by Pakistan may obtain Pakistani Citizenship by investing a minimum of US$ 0.75 million in tangible assets and $ 0.25 million (or equivalent in major foreign currency) in cash on a non-repatriable basis and by fulfilling the conditions of the Pakistan Citizenship Law. Investment on a non-repatriable basis means that the amount is brought to Pakistan through normal banking channels, converted into rupees, and never remitted back through the free market.

UK Immigration and UK Visa Services

BALLOTTING

The ballot shall be held if the applications are received in excess of the seats available under Govt. Scheme. There will be no special quota and the hujjaj will be selected 100% through ballot under Government Hajj Scheme.

The applicants who have been unsuccessful in the ballot during last two years (i.e. Hajj December 2007 and Hajj December 2008) consecutively under Government Scheme shall be declared successful without ballot.

Unsuccessful applicants of a Hajj year will be declared successful in the succeeding Hajj year if they choose not to withdraw Hajj dues deposited by them;

FLIGHT OPERATION:

The Hajj Flight Operation will commence with effect from the 1st of Zul Qaadah 1430H. / corr. (20-10-­2009) and will end as on 4th of Zul Hijjah 1430H. / corr. (23 -11-2009). Hujjaj would travel by PIA and Saudi Arabian Airline.
PIA and Saudi Airlines would airlift the Hujjaj. With the exception of two feeder Airports i.e., Sukkur and Faisalabad all other Airports (Islamabad, Karachi, Lahore, Peshawar, Quetta, Sialkot, Rahim Yar Khan) would be used for direct flights to and from Jeddah and Madina;

NUMBER OF PILGRIMS

As per agreement with the Saudi Govt, 159,647 Pakistani nationals will perform Hajj 2009. The number of pilgrims under the Government Scheme would be 80,000 and those under HGO Scheme would be 79,647. Additional quota of 10,353 has already been requested from the Saudi Government.

Mandatory requirement of Computerized National Identity Card (CNIC) for filing of Hajj applications will remain intact

IMRP
Saudi Government will affix Hajj Visa only on Machine Readable International Passport (MRIP), having validity of at-least one year on the date of filing the Hajj application.

REPEAT HAJJ
No Hajj application shall be entertained for repeat Hajj, if the applicant has performed Hajj during the last five years except in three cases viz Mahram of a lady who did not perform Hajj earlier, Group Leader & Hajj-e-Badal.

POLICY AND PLAN FOR HAJJ – 2009.

RECEIPT OF HAJJ APPLICATION

The applications for Hajj-2009 will be invited w.e.f. 22-06-2009 under Government Scheme. The closing date will be 11-07-2009 . The applications will be received through designated bank branches of ABL, HBL, MCB, NBP, UBL & ZTBL. Machine Readable International Passport (MRIP) in original will have to be deposited with the same bank branches within four (4) days of the ballot by the successful applicants, otherwise, they will be declared un-successful.

Hajj policy 2009 approved, special quotas abolished

ISLAMABAD: The Federal Cabinet on Wednesday approved the Hajj Policy-2009 under which over 159,000 Pakistanis would perform Hajj, 80,000 of them would visit under the government scheme and the rest would go under the private Operators’ arrangements.

The cabinet also decided to abolish all special quotas which the present government had carved in last year’s Hajj season to accommodate those pilgrims who had failed to perform Hajj in last two years.

The cabinet also decided that all future imports of urea fertilizers would be made through Gwader sea port.

Briefing newsmen after the cabinet meeting along with minister for information, Minister for Religious Affairs Allama Hamid Saeed Kazmi said that applications for Haj-2009 will be open from June 22 to July 11 under government scheme.

To make the private Hajj tour operators more responsible and to make them accountable for providing proper facilities to the Hajj pilgrims, the cabinet decided to fix a criteria for allocation of quota to different operators.

Under the new criteria, five categories A, B, C, D and F operators will have to deposit Rs.5 million, four million, three million, two million and one million respectively in ministry’s accounts before getting quota of pilgrims.

The minister said that according to the agreement with the Saudi Government, 159,647 Pakistani nationals will perform Hajj this year which is equal to the number that performed Hajj last year.

The government has approached the Saudi government for an additional quota of 10,353 to accommodate maximum Hajj pilgrims.

Computerized National Identity Card (CNIC) for filing of Hajj applications is essential while Machine Readable passport will be required from the pilgrims instead of special Hajj passports.

The Hajj air-fare for Karachi and Quetta stations would be Rs 61,000 while for other stations it would be Rs.73, 000 and the total amount for Hajj would be Rs 185,000 for Karachi and Quetta stations and Rs 200,000 for other stations.

After deduction of compulsory Hajj dues, accommodation charges and special services charges payable to Saudi Agencies, the balance amount in foreign exchange would be provided in cash to intending pilgrims before their departure from Pakistan to meet day-to-day expenses in Saudi Arabia.

No new induction of HGOs will be undertaken for Hajj 2009
